How to Apply for MTA MobilityLink in Baltimore

The MobilityLink (Paratransit) Program is a transit service offered by the Maryland Transit Administration of the Maryland Department of Transportation. This service aids Baltimore city/county residents who “are functionally unable to get to a bus stop, wait unassisted at a stop or station or board or ride a bus or train by themselves.” The MobilityLink service can allow you to get picked up from your home or other location and dropped off directly at your desired destination.
MobilityLink is available 24/7, year-round. The mobility service is available within three quarters (¾) of a mile of any Local route in Baltimore City and Anne Arundel and Baltimore counties and within three quarters (¾) of a mile radius of a Light Rail or Metro Subway station. This does not include MARC Train or Commuter Bus routes.

How it Works

In order to book a MobilityLink ride, you must schedule your reservation 1-7 days in advance. MobilityLink does not allow for same day scheduling. Participants are able to place reservations at 410-764-8181 for rides from 8:00 A.M to 5:00 P.M, seven days a week. The best time to call to place a reservation is between 10:00 A.M and 2 P.M.
You can also use the Mobility All Access online portal or smartphone app to book, check, and cancel trips 24/7.
There is a time window that your pick-up may take place. For example, the Mobility Reservation Agent may ask you to be ready an hour before your scheduled pick-up time. Furthermore, there may be other MobilityLink riders that may be dropped off before you.

Cost

A one-way trip for eligible riders and their guests costs $2.20 (as of March 2026). If you are eligible to have a Personal Care Attendant, they are able to ride for free. A maximum of 2 children may ride with an eligible rider. Children under the age of 6 can ride for free, and children over the age of 6 must pay the $2.20 fare.
It’s important to know that MobilityLink does not give change for fare costs. Eligible riders can purchase tickets to cover the fares at mta.maryland.gov/pass-store.

Eligibility

To be eligible for MTA MobilityLink, you must have a disability that prevents you from being able to get to a bus stop, wait at a bus stop or station, or unable to board a bus stop or train ride. If you are unsure whether you qualify for this program, please call the Mobility Certification office at 410-764-8181 (Option 6), where you can also request for an application.
You may be found to be conditionally eligible for the MTA Mobility service. This means you may be qualified to receive MTA MobilityLink services for some trips but not others. 
Below is an example from the MTA of a conditionally eligible Mobility Rider:
Mr. Charles has a head injury. During rehab, he has learned to ride one simple bus trip, without a transfer, to his job. But he gets confused if the trip is more complicated, and short term memory loss interferes with his ability to learn new trips.In this case, with conditional eligibility, the expectation would be that Mr. Charles would ride the Local Bus, Metro Subway or Light Rail for the simple trip that he has learned, and reserve Mobility service for any trip that requires a transfer, or for when he travels to an unfamiliar area.

Step-by-Step Application Process

The MTA Mobility application can be found here. There are two parts of the Mobility Link application, Part A and Part B. Part A can be completed by yourself, whereas Part B must be completed by a medical provider.

Step 1: Fill out Part A

Step 2: Hand the empty Part B application to your Primary Care Physician or the medical office you regularly attend

  • The physician signature on Part B is valid for 6 months. After 6 months elapses, you will have to get Part B filled out again.

Step 3: Schedule your in-person interview at the Mobility office

  • Call the Mobility office at 410-764-8181 (Option 6, then Option 1) in order to speak with a representative to schedule your appointment
  • The Mobility office will give you a free ride to and from the in-person interview. Make sure to verify your address with the representative so the Mobility bus comes to the right location.
  • Be sure to bring a form of photo-ID with you to the interview

Step 4: Attend the in-person interview

  • If something comes up and you are no longer able to attend the in–person interview, be sure to cancel or reschedule your appointment by calling the Mobility office at 410-764-8181 (Option 6, then Option 1).

Step 5: You will receive a packet in the mail notifying whether you were approved for Mobility

  • If you are approved for Mobility Link services, you will receive a card in the mail with instructions on how to use the Mobility Link services.

Appealing Your Decision

If you were found to
  • Not be eligible for Mobility
  • Be conditionally eligible when you believe you should be fully eligible
  • Suspended/barred from using their services
You have the right to appeal your decision.

Step 1: Fill out the appeals form within Mobility Appeals, Office of Equal Opportunity Compliance Programs within 60 days of receiving your determination letter. You can also fill out this form in person at the following address. Your hearing will be scheduled within 30 days of your request.

Step 2: Indicate if you would like a copy of your file or alternative you can submit a written request to the Mobility Appeals office 10 days before your hearing.

Step 3: If you schedule your hearing for in-person, Mobility will provide you a free ride. Be sure to call Mobility at 410-764-8181 in order to schedule a ride to the appeals hearing. If your hearing is over the phone, be sure to give the best contact number to reach you.

Step 4: Attend the hearing

  • If you have to reschedule your hearing, you may be asked to provide documentation for your postponement request. Call 410-764-8507 to reschedule your hearing.
  • You are allowed to have a representative (for example, an individual from an advocacy group or an attorney) during the appeals hearing. They can only assist in presenting information, but not answering questions on your behalf.
  • If you do not attend the hearing, the Mobility Office will review your original decision and decide whether to uphold or change your determination.
